Sex Offenders And Predators

This database contains public record information on offenders classified as sexual predators and sexual offenders under Florida law because of a conviction for a sex-related crime and/or a specified crime against children. This information is made available to interested citizens to help them educate themselves about the possible presence of such offenders in their local communities. The placement of information about an offender in this database is not intended to indicate that any judgment has been made about the level of risk a particular offender may present to others. This information is made available to assist interested persons in forming their own risk assessments based on the offender's personal circumstances and conviction history.

We established special ZIP codes to categorize certain felons as follows:

  • 11111 - Unknown address
  • 88888 - Incarcerated in the prison system (not county jails)
  • 99998 - Deported
  • 00000 - Absconders against whom warrants have been or will be issued

On October 1, 1997, new criteria were established for registration and community notification of Sexual Predators and Sex Offenders.

The Public Safety Information Act (PSIA) of 1997 establishes that all sexual predators, who committed their act on or after October 1, 1993, are now subject to mandatory community notification and registration requirements. Registration requirements were also broadened under the PSIA to include sex offenders who have been released from any sanction of the court or from the care, custody and control of the Florida Department of Corrections on or after October 1, 1997.

Sex offenders are defined in legislation by their conviction of certain enumerated sex offenses. While law enforcement is not mandated to notify the community on sex offenders, police chiefs and sheriffs may release criminal history information on sex offenders, and notify the public of that information at their discretion.

The PSIA also requires all sexual predators and sex offenders, if not under custody or supervision of the Florida Department of Corrections, and after having initially registered in person with FDLE or the Sheriff in the county where he/she resides, to contact, in person, a local office of the Florida Department of Highway Safety and Motor Vehicles, within 48 hours of any change of address, and to obtain a Florida driver's license or identification card, if applicable.

On September 28, 2005, the Seminole County Board of County Commissioners enacted Seminole County Ordinance 2005-41 which restricts where a convicted sex offender or sexual predator may live or travel within Seminole County by establishing a 1,000 foot exclusionary zone around daycare centers, schools, parks, and playgrounds. It also requires them to carry an identification card and acknowledge their responsibilities in so far as residence and travel restrictions are concerned. It is important to note that the zones are NOT from the centroid of the property, but from the boundaries which is why they are of irregular shape. Although we have made every reasonable effort to ensure accuracy, some exclusionary areas may have been omitted because of a lack of GIS data.
